WebState Highway System (SHS), which consist of the 15,000 miles (50,500 lane miles) of Interstate Freeways and State Routes and carries over half of the travel in the state. Caltrans is responsible for planning, designing, building, operating and maintaining the SHS. Regional agencies and local governments operate and maintain WebCaltrans has 12 district offices throughout the state and a Headquarter office located in Sacramento (Figure 1). Caltrans employs nearly 20,000 employees, including engineers and environmental planners.
