Conceived of in this way, social justice is a property of social systems—or perhaps a "predicate of societies" (Frankena, 1962)—as suggested also by Rawls (1971) and Toynbee (1976). Justice, therefore, is a relation between individuals depending on social and political organization. It is to be studied as part of the structure of the community than as a quality of personal conduct.
